ZDR-1 allows smaller employers to engage agency workers without setting a maximum number (quota). Legal theory warned that this may lead to abusive practices, while the courts have yet to set out their stall regarding this matter.

The Court of Justice of the European Union has expanded and fortified its case law with two recent judgments regarding workers' rights to monetary compensation for their unused annual leave on termination of the employment relationship.
